Chulalongkorn University Announcement Re: Policy to drive Chulalongkorn University to be a Smoke-free University B.E. 2566 (2023)

It is appropriate to issue a Chulalongkorn University Announcement Re: Policy to drive Chulalongkorn University to be a Smoke-free University B.E. 2566. This is to enhance the effectiveness of safeguarding the health of university employees, students, and the public. 

According to Section 27 and Section 32 (8) of the Chulalongkorn University Act, B.E. 2551, alongside Section 5 of the Public Health Announcement on specifying the type or name of public places, workplaces, and vehicles, any part or all of the Places and Vehicles Act B.E. 2561 is at this moment announced as follows: 

  1. This announcement shall be called “Chulalongkorn University Announcement re: Policy to drive Chulalongkorn University to be a Smoke-free University B.E. 2566”. 
  2. This announcement shall take effect on the next day following the announcement. 
  3. The directive is to revoke the Chulalongkorn University Announcement Re: Policy to protect nonsmokers’ health and designate specific ‘smoking areas’, B.E. 2563 
    All announcements and other directives of the university, insofar as they are specified in this announcement or are inconsistent with it, shall be replaced by this announcement. 
  4. In this announcement: 
    “The term ‘tobacco’ refers to electronic cigarettes or products that contain nicotine as a component, which are consumed by inhaling, sucking, sniffing, chewing, ingesting, blowing, or spraying into the mouth or nose, rubbing, or by any other means to achieve the same effect.” 
  5. Objectives in Driving Chulalongkorn University to Be a Smoke-free University as follows: 
    • (1) To establish the direction of action and drive Chulalongkorn University towards becoming a smoke-free university, in accordance with the policies to prevent and address tobacco use in educational institutions under the Ministry of Education, The smoke-free educational institution policy of the Ministry of Higher Education, Science, Research and Innovation, the Tobacco Products Control Act B.E. 2560 and related provisions as well as driving Chulalongkorn University to be a university of health and sustainable development. 
    • (2) To further strengthen measures for safeguarding the health of non-smokers under the Tobacco Products Control Act B.E. 2560 and related regulations, while also establishing a policy to reject any form of sponsorship or support from tobacco industry businesses or tobacco-related industry groups. 
    • (3) To promote cooperation among university employees, students, and the general public in preventing and monitoring tobacco and electronic cigarette use, as well as all types of tobacco products, while instilling awareness and fostering values of non-smoking both within and outside Chulalongkorn University. 
    • (4) To support activities aimed at reducing and quitting tobacco and electronic cigarette use, as well as all types of tobacco products, by disseminating knowledge about health care and enhancing the strength of the university health community network. 
  6. Driving Chulalongkorn University to be a smoke-free university as follows: 
    • (1) All locations within Chulalongkorn University are designated as smoke-free zones, with smoking, electronic cigarette use, and all types of tobacco products prohibited, except in designated smoking areas specified by the committee under Section 44 of the Tobacco Products Control Act B.E. 2560 and related regulations. 
    • (2) Support active participation from university employees, students, and the general public in making Chulalongkorn University a smoke-free and electronic cigarette-free campus, along with all types of tobacco products. Promote collaboration with the community by organizing activities to prevent and monitor smoking and electronic cigarette use both within and outside Chulalongkorn University. 
    • (3) Support initiatives aimed at reducing and quitting smoking, including the use of electronic cigarettes and all types of tobacco products. Incorporate anti-smoking and anti-electronic cigarette content into the curriculum, as well as organize extracurricular activities in collaboration with the community. 
    • (4) Promote and enforce compliance with the provisions of the Tobacco Products Control Act B.E. 2560 and related regulations in a fair and equitable manner. 
  7. That the President be in charge of policy implementation according to this announcement. In the event of any problem of interpretation or operations, the decision of the President shall be final.
