Chulalongkorn University Announcement on Measures to Reduce Single-Use Plastic at Chulalongkorn University B.E. 2566

In response to the need for improvements, Chulalongkorn University’s Announcement on Measures to Reduce Single-Use Plastic Waste within the University has been enacted to align with waste management policies and mitigate environmental impacts on both terrestrial and marine ecosystems.

In accordance with clause 27 and clause 32 (1) of Chulalongkorn University Act B.E.2551, the President, with recommendations from the Chulalongkorn University Sustainability Task Force, has agreed to issue the following announcement. 

  1.  This announcement is called “Chulalongkorn University Announcement on Single-Use Plastic Waste Reduction Measures in Chulalongkorn University B.E. 2566” 
  2. This announcement shall take effect on the next day following the announcement.
  3. The directive is to revoke the Chulalongkorn University’s Announcement on Measures to Reduce Single-Use Plastic Waste in the University B.E. 2561
    All announcements and other directives of the university, insofar as they are specified in this announcement or are inconsistent with it, shall be replaced by this announcement.
  4. In this announcement:
    “Shops” means a venue selling merchandise and services for customers in the educational area such as a convenience store, a book center, cooperative shops, coffee shops, Food/Beverage Booth, including vendors in the flea market.
  5. All shops must cancel the usage of foam containers, plastic-coated paper boxes and plastic containers. Instead they must use 100%
  6. All shops must not use a carry-on plastic bag called Oxo-degradable plastic, degradable plastic or Environmentally Degradable Plastic (EDP) which becomes environmental microplastic.
    All shops must cancel the provision of plastic bags which are free of charge. This can be changed into the sale of a plastic bag from recycled materials with a thickness of 36 microns or a paper bag sold at 2 Baht.
    In the second paragraph, the use of plastic bags made from recyclable materials for serving hot, ready-to-eat food items such as soup and noodles is not mandatory.
  7. All shops must cancel using a single-use plastic glass or coated paper box that cannot decompose to be biodegradable plastic or a washable glass that can be reused instead. All shops must offer a discount for those who bring their own drinking containers.
  8. Under rules no. 7, in cases where customers choose to dine in, All shops shall use reusable containers that can be washed and reused.
  9. All shops must reduce giveaway single-use cutlery and plastic straws, including seasoning sachets, except if any customers specifically request for it.
  10. All shops to strictly adhere to the measures outlined in this announcement to reduce environmental impacts and promote sustainable waste management practices within the university.
    All shops are encouraged to raise awareness, motivate, and engage the public in reducing single-use plastic waste. Additionally, they should support customers in rejecting single-use plastic bags made from recyclable materials when purchasing a small number of items.
  11. All shops that fail to comply with the measures in this announcement may face contract termination or non-renewal.
  12. States that the university will not consider complaints in cases where shops or their employees refuse to provide single-use plastic bags made from recyclable materials to customers. This is due to shops’ adherence to the measures outlined in this announcement.
  13. The president has to take action following this announcement.
    In case there might be an interpretation or any problem concerning any actions in the announcement, the President will make the final judgement.
