It is important to revise Chulalongkorn University’s announcement regarding the criteria and rates for collecting dormitory fees and other expenses for Chulalongkorn University student dormitories
According to Section 12 of the Chulalongkorn University Regulations regarding the Chulalongkorn University Student Dormitory B.E. 2557, together with Sections 6 and 9 of the Chulalongkorn University Regulations regarding the Criteria, Conditions, and Methods of Income Collection B.E. 2562
During the meeting, the head of the Finance Committee considered a circular resolution on July 21, 2021, announced the following:
- This announcement is called “Chulalongkorn University Announcement on Criteria and Rates for Collecting Dormitory fees and Other Expenses for Chulalongkorn University Student Dormitories B.E. 2564”
- This announcement shall come into effect from the day following the announcement.
- The following shall be canceled.
- (1) Chulalongkorn University Announcement on Criteria and Rates for collecting Dormitory fees and Other Expenses for the Chulalongkorn University Student Dormitory B.E. 2562
- (2) Chulalongkorn University Announcement on Criteria and Rates for Collecting Dormitory Fees and Other Expenses for Chulalongkorn University Student Dormitories (2nd Edition) B.E. 2563
- (3) Chulalongkorn University Announcement on Criteria and Rates for Collecting Dormitory Fees and Other Expenses for Chulalongkorn University Student Dormitories (Edition 3) B.E. 2563
- In this announcement
“Student Dormitory Buildings” means five student dormitory buildings which are a 5-story student dormitory building (Champa Building), a 14-story student dormitory building (Puttan Building), a 14-story student dormitory building (Putson Building), a 17-story student dormitory building (Chuanchom Building) and a 14-story student dormitory building (Champi Building)
“Student” means a Chulalongkorn University student.
“Dormitory students” means students who are studying at the bachelor’s degree level, not including curriculums with special fees, that have been selected as dormitory students according to the Chulalongkorn University regulations regarding student dormitories. In addition, it shall include selected graduated students who act as a graduate students who assist guardians.
“Other Students” means students other than dormitory students who have received permission from a guardian to temporarily stay in the student dormitory building.
“Other Persons” means parents, relatives of dormitory students, dormitory alumni, past and present Chulalongkorn University personnel and those who participated in donating to the “Kindness Project” to build a 17-story student dormitory building. This also includes students or personnel of other agencies who have business related to the university who have received approval by the Vice President to temporarily stay in the student dormitory building.
“Guest” means other students or other persons permitted to temporarily stay in the dormitory building.
“Anusasok” means guardian of male student dormitory and guardian of the female student dormitory appointed by the Vice President.
“Executive Committee” means the Chulalongkorn Student Dormitory Management Committee in accordance with Chulalongkorn University Regulations regarding Chulalongkorn University student dormitories.
“Vice President” means the Vice President assigned by the President to be responsible for supervising the administration of the student dormitory.
“Dormitory Fees” means expenses that the university charges for staying in dormitories in order to help students who do not have accommodation in Bangkok or have accommodation in Bangkok but not convenient to commute to study or students with underprivileged status. - Those who have the right to stay in the student dormitory building are as follows:
- (1) Dormitory students
- (2) Other students
- (3) Other Persons
- Dormitory students and guests must do as follows:
- (1) Dormitory students must pay dormitory fees or other expenses at the rates specified in the attached account and according to the conditions, methods, and duration announced by the management committee.
Guests must pay the daily dormitory fee in full before staying in the student dormitory building at the rate specified in the attached account and according to the conditions, methods, and duration announced by the management committee. - (2) Following Chulalongkorn University Regulations concerning the Chulalongkorn University student dormitory, Chulalongkorn University student dormitory regulations regarding duties and discipline for dormitory student and guests Including rules, regulations, announcements or orders of the university.
- (3) Payment of outstanding expenses and any damages to the university in case where the property or the room is damaged at the rate specified in the attached account.
- (4) In case dormitory students do not wish to continue their stay in the dormitory building, dormitory students must notify and give up their right to stay according to the conditions and duration specified by the management committee. Otherwise, the deposit will be taken for the damage specified in the attached account.
- (1) Dormitory students must pay dormitory fees or other expenses at the rates specified in the attached account and according to the conditions, methods, and duration announced by the management committee.
- If dormitory students or guests have paid for the security deposit, the university will deduct outstanding expenses and damages from the security deposit. If that does not cover, the university will collect the remaining expenses or damages from dormitory students or guests.
Subject to the provisions of paragraph one, the university will return the security deposit to the student or guest after the end of the contract stay period and the dormitory student or guest has returned the room to the university with no outstanding debts. However, dormitory students or guests will get a security deposit back according to the conditions and methods specified by the dormitory committee. - In cases where dormitory students do not pay dormitory fees and other expenses on time. Procedure will be proceeded as follows:
- (1) Dormitory students who pay their dormitory fees late by no more than five working days must pay accrued fees along with 350 Baht.
- (2) Dormitory students who pay their dormitory fees late more than five working days will be removed from the status of being a dormitory student. The person must pay the outstanding fee as well as a 500 Baht fine in full.
- (3) In case a student whose status as a dormitory student has expired, if later the student fully paid accrued fees and fines under rule number (2) within 7 days after the university announcement of the termination of student dormitory status. If the student still would like to restore the status of a student dormitory, the student will submit a request to the Vice President for consideration within no more than 7 days after full payment of fees and fines.
- (4) In case dormitory students do not pay dormitory fees and/or other expenses, the university may consider revoking the right to live in a dormitory and must pay dormitory fees and/or other expenses in full.
- In the case that a dormitory student was no longer a dormitory student or a guest violates the regulation requirements for dormitory students and guests, dormitory students or guests lose the right to stay in the dormitory building and must return the room to the university within one day after the right to stay ends. If dormitory students or guests refuse to move personal belongings from the room, the university has the authority to take personal belongings of that person to keep and record as evidence in order to allow the university to allocate rooms to others in need to use the room.
In the case that the university must proceed in accordance with the first paragraph, dormitory students or guests must pay property maintenance fees at the rates specified in the attached account to this announcement as well. - The Office of Student Affairs is responsible for collecting dormitory fees, other expenses and any damages incurred from the stay of dormitory students and guests in the dormitory building.
Revenue collection and remittance according to this announcement proceed in accordance with Chulalongkorn University regulations regarding financial management, relevant university regulations as in effect announcements at that time.
In the case of absolute necessity or force majeure, the Vice President with the approval of the Management Committee may consider canceling, reducing or refunding dormitory fees, other expenses and damages fees as appropriate. - The President shall act in accordance with this announcement.
The Vice President, with the approval of the Management Committee, has the authority to issue dormitory announcements or guidelines for implementing this announcement.
In the case that interpretation is required or when there is a problem regarding the implementation of this announcement, it must be submitted to the President for a final decision.
