Chulalongkorn University Promotes Equitable and Free Access to Educational Resources for All

Chulalongkorn University is committed to expanding public access to knowledge by opening its learning resources to individuals beyond the formal university system. The university provides free and open access to education through a variety of online learning platforms — such as CHULA MOOC and CU NEURON — as well as short courses and training programs that grant certificates to participants who complete the courses according to the set criteria.

Furthermore, Chulalongkorn University allows the general public to access its educational resources, including libraries, museums, innovation centers, and academic exhibition spaces. It also offers open-access digital media and online databases to promote lifelong learning and to help build an inclusive, knowledge-based society.

CHULA MOOC (Massive Open Online Course)

Chulalongkorn University established CHULA MOOC, an online learning platform that offers free educational opportunities accessible nationwide since 2017. The platform provides a wide range of courses for learners of all backgrounds — at no cost — covering topics such as information technology, health, art, and personal development. Upon completing the course requirements, learners receive an official certificate of completion.

As the first university in Thailand to develop its own MOOC platform, Chulalongkorn University continues to expand course offerings that focus on workforce development, upskilling, and reskilling to meet public needs. The university also plans to enhance CHULA MOOC by allowing user-generated courses, enabling individuals to design and share their own learning content. With these initiatives, CHULA MOOC serves as a powerful tool to facilitate learning anytime, anywhere, extending educational impact far beyond the university community.

CU NEURON

CU NEURON is another online learning platform developed by Chulalongkorn University. It provides high-quality online learning for General Education (GenEd) courses and CUVIP programs, accessible to students, staff, alumni, high school learners, and the general public. The platform supports self-paced learning, free of charge, and promotes lifelong education through flexible online learning formats.

CU NEURON also serves as a Credit Bank system, allowing learners to accumulate and transfer credits from completed courses toward Chulalongkorn University’s GE program in the future. The initiative is part of the university’s strategic commitment to lifelong learning, focusing on developing essential life and career skills aligned with current and future societal needs. The courses are continuously updated to ensure relevance, practicality, and adaptability.

Chulalongkorn University operates over 20 faculty, institute, and college libraries, forming an integrated network known as Chulalinet, coordinated by the Office of Academic Resources (Central Library). The network provides access to a comprehensive range of academic resources — including international journals, rare publications, digital media, textbooks, research papers, and magazines — with consistent quality and service standards.

The Office of Academic Resources has also opened a branch at Chamchuri 9 Building, designed as a lifelong learning space. The ground floor offers reading areas and board game zones, open free of charge to Chulalongkorn students, staff, and the general public. [ http://www.sustainability.chula.ac.th/th/report/4022/ ]

For those unable to visit the Central Library in person, the Chulalongkorn University Intellectual Repository (CUIR) provides online access to theses and published research papers. Users — both within and outside the university — can freely search and download full-text electronic theses without registration or fees via https://cuir.car.chula.ac.th/

Siam Innovation District

The City of Innovation of Siam, or “Siam Innovation District” (SID) has been developed by Chulalongkorn University under the name of the CU Innovation Hub for 3 years. The project has provided 1,000 square metres of space in the Siam Square area to accommodate a scholastic area amidst the capital city of Bangkok. SID is the centre of exchange between innovative knowledge, and the district itself, helping improve Thais’ ability to compete and advance on the international stage. Many activities help encourage Thai innovators, such as workshops, lectures, and exhibitions, including the show for Thai-made ideas. This space has been providing, with no charge, a co-working space for more than 50,000 innovation enthusiasts, and thus established a Smart Intelligence Community to inspire around 180 innovative startups such as Baiya Phytopharm, Nabsolute, Haxter, CU RoboCOVID, Tann D, and VIA BUS. In the midst of the digital disruption era, these startups are the new hope for using the machine industry to boost the economy. The market is now worth 150 billion baht and distributes its benefits to more than 1 million people domestically.

The following are some examples of various types of events designed to provide everyone with vocational training:

  • “Armed with ideas Turn the crisis into an opportunity “with Foodstory on how to change restaurant business in the digital age to survive.
  • “COSMETIC LAB Training Workshop” is a lotion making demonstration.
  • “Study8 Seminar Series: A Knowledge Promotion Seminar for SMEs” on the topic of “Application of AI Technology and Social Media for Business Growth and Profit”
  • “Urban Farmer” is a vertical farm planting training programme under collaboration between CU Innovation Hub and noBitter, which is a start-up in the field of agricultural technology with a focus on solving food waste problems.

Participants gain and exchange knowledge in technology for business development and operation, as well as create digital technology and innovation applications. Additionally, they process the knowledge and basic skills for expanding businesses or products, and these activities bring about and develop an ecosystem for the new generation with an entrepreneurial concept or those who are interested in starting a start-up enterprise to increase the quality of life and convenience for entrepreneurs and people in the community.
