Chulalongkorn University’s Sustainable and Efficient Energy Management and Conservation Policy
Chulalongkorn University is dedicated to advancing operations that align with the United Nations’ Sustainable Development Goals (SDGs), supporting sustainable development across 17 goals. This commitment is embedded through four primary roles: policy and operational practices, research and innovation, teaching and learning, and outreach and social engagement.
To establish systematic, efficient, and sustainable energy management, reduce reliance on fossil fuels, lower greenhouse gas emissions, and consider environmental impacts, Chulalongkorn University has outlined a sustainable and efficient energy management and conservation policy. All university departments are encouraged to follow these guidelines:
Clause 1: Recognize energy conservation as a shared responsibility of faculty, students, and staff. All individuals are expected to adhere to established policies and measures, contributing to achieving resource and energy efficiency goals that support environmental conservation and help mitigate climate change impacts.
Clause 2: Establish annual plans and targets for energy conservation and communicate these to all faculty, students, and staff to ensure thorough understanding and effective implementation.
Clause 3: Develop and maintain an appropriate energy management system that includes energy conservation as a core component of departmental operations, in line with relevant laws and regulations.
Clause 4: Continuously improve the efficiency of the university’s energy resource use, utilizing suitable technology and efficient operational practices.
Clause 5: Ensure that the design and construction of new buildings, as well as the renovation of existing buildings, comply with the Building Control Act, relevant ministerial regulations, and building design standards for energy conservation. Follow criteria such as TREES (Thai’s Rating of Energy and Environmental Sustainability) by the Thai Green Building Institute.
Clause 6: Promote environmentally friendly procurement practices by prioritizing products and services certified by eco-labels (Green Label or Green Cart) and considering partnerships or investments with businesses that practice energy and environmental conservation to reduce pollution and greenhouse gas emissions.
Clause 7: The University shall take action to reduce, modify, or discontinue any operations or activities that rely heavily on fossil fuel-based energy. This includes a commitment to divest investments and refrain from collaborating with government agencies, private sectors, or industrial organizations in projects or ventures involving carbon-intensive energy sources, particularly coal and oil, which contribute significantly to greenhouse gas emissions.
Clause 8: Support the university’s use of alternative, clean, or renewable energy, aiming to achieve at least 3% of energy consumption from such sources by 2027.
Clause 9: Promote efforts to reduce the university’s reliance on fossil fuels, targeting a 10% reduction by 2027.
Clause 10: Encourage and support efforts to reduce greenhouse gas emissions by 30% by 2027, aiming to transition Chulalongkorn University toward carbon neutrality by 2035.
