Chula Announcement on Rules and Fee Collection Rates and Other Expenses of the Chula Student Dormitories
Whereas it is expedient to revise Chulalongkorn University’s announcement on rules and fee collection rates and other expenses of the student dormitories.
By virtue of Section 12 of Chulalongkorn University’s Regulations on the Student Dormitories BE 2557, in conjunction with Sections 6 and 9 of Chulalongkorn University’s Regulations on Rules, Terms and Conditions on Income Collection BE 2562, be it therefore enacted by the Finance Committee at the Meting of the Dean 34/2562 dated September 18, BE 2562 as follows:
1. The announcement is called “Chulalongkorn University’s Announcement on Rules and Fee Collection Rates and Other Expenses of the Chulalongkorn University Student Dormitories BE 2562”.
2. This announcement is effective on the first day following its publication.
3. Chulalongkorn University’s Announcement on Rules and Fee Collection Rates and Other Expenses of the Chulalongkorn University Student Dormitories BE 2557 shall be repealed.
4. In this announcement:
“Dormitory buildings” includes four buildings: a five-storey dormitory (Champa Building); a 14-storey female dormitory (Pudthan Building); a 14-storey female dormitory (Pudson Building) and a 17-storey dormitory (Chuanchom Building).
“Students” means Chulalongkorn University students.
“Dormitory student” means students who are studying at the bachelor’s degree level but not those in a special-fee curriculum. They have been selected as dormitory students under the criteria of the University’s regulations for student dormitories. Students at the master’s degree level who have been selected as “on duty students” are also called “dormitory students”.
“Other students,” means students who are not dormitory students. In keeping with certain needs, these students are permitted for a temporary stay by an on-duty student.
“Other residents” includes: parents and relatives of dormitory students, former dormitory students; present and former university personnel, donors to the Rin Nam Jai Project for the construction of the 17-storey dormitory building; students and staff from other universities or agencies with business connections with the university who earn permission from the vice-president for a temporary stay.
“On-duty students” means male or female students who are appointed by the vice-president to be in charge of dormitory administration.
“Management Committee” means the Management Committee of the University Dormitories as defined by regulations of Chulalongkorn University’s Student Dormitories.
“Vice President” means a vice-president who has been assigned by the president to supervise the management of the university’s student dormitories.
5. Those eligible to stay at the student dormitories are as follows:
- (1) Dormitory students,
- (2) Other students,
- (3) Other residents.
6. Dormitory students and those who check into a dormitory must observe the following rules:
- (1) Dormitory students must pay the dormitory fee or other expenses at the rate as listed in the Attachment, under the terms and conditions as specified by the management committee.
Other students and residents must make an advance payment in the full amount before checking into the dormitory at the rate listed in the Attachment under the terms and conditions as specified by the management committee. - (2) Dormitory students and other students and residents must observe the dormitory’s general rules as well as duty and disciplinary rules. They also have to adhere to the regulations, announcements and orders made by the university.
- (3) In case of damages, those who are responsible have to pay the actual cost incurred.
7. In case dormitory students wish to suspend their stay for any reason, they shall declare their intention to relinquish their rights to the dormitory under the terms and conditions as specified by the management committee. If they fail to follow this procedure, their deposit for damage insurance will be confiscated at the rate specified in the Attachment.
If dormitory students fail to pay the dormitory fee and other expenses on the due date, the following actions will be taken:
- (1) Dormitory students who pay the dormitory fee after the due date, but not exceeding five working days, are obliged to pay the overdue fee plus an additional 350-baht fine.
- (2) Dormitory students who fail to pay the dormitory fee more than five working days after the due date shall be dismissed from dormitory student status. They are obliged to pay the overdue fee plus an additional 500-baht fine.
- (3) If former dormitory students’ status has been revoked and they wish to reinstate it, they can proceed by: paying the overdue fee and a 500-baht fine within 7 working days after their status is officially revoked; submitting a petition to the vice-president for consideration within 7 working days after the date of their payment of the overdue fee and fine.
- (4) If dormitory students refuse to pay the dormitory fee and/or other expenses, the university may consider suspending their rights to register for the following semester. Also, the university may not approve granting of a degree unless payment of overdue fees and fines is completed.
8. If dormitory students have their status revoked or they have violated rules and disciplinary regulations, they have no right to stay in the dormitory. They have to return the room within one day after their rights have been revoked. If there are any personal assets left in the room, the university can exercise its authority to remove them to a storage compartment in order to allocate the room to the next person on the waiting list. A detailed list of the personal assets shall be made as a record.
Once the university has exercised its authority as mentioned in the above paragraph, those who wish to recover their personal assets have to pay a maintenance fee at the rate specified in the Attachment.
9. The Bureau of Student Activity Management is authorized to collect accommodation fees, other expenses and damage costs incurred at student dormitory buildings.
The process of income collection and submission has to abide by the Chulalongkorn University regulations on financial management and related rules under the university’s current announcements and regulations.
10. The President shall uphold this announcement.
With approval of the administration committee, the vice-president shall be authorized to establish guidelines in order to enforce this announcement.
In the event of any disputes over interpretation or other problems arising as a result of the enforcement of this announcement, cases shall be submitted to the President for a final resolution.

* Electricity costs for those who reside at the 17-storey dormitory (Chuanchom Building) and the 14-storey dormitory (Pudthan Building) only. For water supply at the Chuanchom Building, the university shall calculate the cost based on actual water usage as shown on water meter and divide it by the number of students living in the building to determine the average usage of each resident. The average in units will then be multiplied by the rate per unit, as previously specified, or as set by the University.
